but traffic is jammed back to this selman expressway. that's taking about 23 minutes to get from that point all way past this accident scene. you can take 30 one instead. of course we're seeing delays there as well but nearly as bad a what we're seeing along i-75. another serious problem is along macintosh road south of u.s. 92. very serious injury accident reported here rescue units have shut down the roadway. so gallagher road just to the east, even more lake road amounts bit further east. bo there as well. 8:01. temperatures starting off in lower 80s here in tampa. with that southwest wind. it's warm and muggy. look what's kind of sneaking up on citrus county. we've got showers developing right along the coastline. this is textbook when we get a southwest wind you start to pour showers on shore. be careful as you get some of tropical downpours crystal river, homosassa chassahowitzka, see how they are developing same thing in pinellas county and

fat and happy. that's a good thing but it is time to go. a group of manatees ended up in a golf course pond after hurricane hermine pushed them over a bridge. but today the they are a being rescued and they will be delivered back home. and m if's shayla reeves is live for news crystal river. and shayla, this is a big job ahead of these folks. how are they going to move these animals? >> they have a lot of work ahead of this and certainly going to take a lot of hands to make sure all of these manatees are moved to a different but as we've talking about throughout the morning we're not sure how excited they'll be once they see the difference between the pond and all of the food available there, maybe some the options on the other side of that bridge. i'm here right now with i van, he is with u.s. fish and wildlife service. you're going to be in water today helping with rescue. tell me about your role >> my role is to help coordinate and probably a group of about 50 people in the water. it's going to be the florida

park zoo usgs team rescue from clearwater and a many other local tour operators that basically they do swim with manatee tour guidings. and they are all going to be in water. and want to really coordinate logistics for the safety of the people rescuing manatees and also for sooift othe safety a m you mention a technique that it may take you time. tell me about the process. >> it may come to try to encourage manatees, that's difficult. we have a handler that is will be pretty much gliding over all of this vegetation floating on water to nudge them encourage them to a where netter will basically surrounding manatee and bringing them to shore. this could take a good four or five hours paddlers action, it may come to this. it's going to tough. and part of the challenge is they probably don't want to leave. tell me about this vegetation. this is like kale and broccoli

served until they are not done et they are not going to want to the go anywhere. how long does it go to sweet tomato and eat everything right now. going to tough to get them out. tell me about the a process of planning for today. you said it's taken ten days why has it taken so long to prepare for this moment? >> it really hard to count manatee when you have that much thickness, we have to fly drones to account for how many manatees there are. we which don't want to rescue how many we believe they are. we want to be sure exactly how many m lowest count is seven. we're really hoping that's the can is and no more thn 7. so in addition to that we had to rewait for true experts to be available and to see manatees were safe. we didn't really need to rush things we could just take our time, wait until right time and today's right time in beautiful weather. plenty of people, 50 different volunteers bringing people together was a big is challenge. >> all right thank you so much ivan for the your time and

thank you much. i appreciate it. we do know rescue operation will be getting under way in about an hour now. there's a press conference likely taking place a little bit before that. we're going to keep you post ad all of that gets under way action and of course hopefully we will able to show you as they are remove something of the manatee from the water during the 9 o'clock hour. back to you. shayla, tell me how far again these volunteers have to carry these manatee? >> we know that the area is about 200 yards is what they are telling us, the size of t pond. it's about ten feet deep. so i'm not exactly sure how close they are going to be able to back their vehicle up to carry the manatee to that vehicle for the medical checks. but hopefully it's not very far. we're told largest is about 1500 pounds they believe. so it's going to take at least 20 volunteers to get that manatee out of the water. so we'll see what happens. >> yeah. we'll keep you posted. >> all right shayla we look

thank you. almost 8:0 eight right now. and another effect to all of this rain 230 million gallons of sewage spilled into the bay with the majority of it dumped into boca ciega bay. and that does not include at waste that gushed from man holes into streets of st. petersburg. community members want answers from the city. and what being done to assure their water is safe and will stay that way. mayor kriseman says a plan in place to an expand cities treatment capacity over the next several years. however, st. pete's not alone dealing with this. hermine overkale sue war storm war systems sending nearly 175 million gallons of sewage into the bay. commissioner charley justice wants to create a task force to determine what needs to be done to keep this from happening again. the battle over regulating uber and lift in hillsborough is far from over. a packed meeting public transportation commission voted to advance the series of regulations for the ride sharing companies. that include background checks that require fingerprinting

we know that southwest area lines right now tampa international airport is hoping to at least have one flight lead to cuba. here from tia some time this fall. now we no all of it is up in air because what was just found out yesterday. we no rubio has signed a bill that just last week that would end all commercial flights leaving from united states to cuba because what he says, just not enough security measures. rubio is warning the that flights from cuba could to carry out a terrorist attack at homeland security subcommittee hearing yesterday tsa officials confirmed that an agreement sent to cuba has not be signed and returned to the u.s. >> one august tsa released a statement u.s. and cuba reached an agreement allowing air marshals to traveling undercover on certain flights to and from cuba. but again, that agreement was never signed by cuba. rubio took to senate floor wednesday to highlight the potential risk.

have air marshals on flights. because of the experience of 9/11. but we just commemorated anniversary of on sunday. you know have flights 90 miles from the shores that could theoretically xhan deered and repeat of that. particularly in south florida which is just minutes away from the airport in havana. this is just unacceptable. it's unacceptable and quite honestly it's quite scary. as of right now in indication cuba would question this morning by lawmakers and lot of folks that want to travel to cuba why haven't they signed an agreement allowing air marshals on commercial flights. i just wand to remind folks a commercial flight and charter flights. air marshals are allowed on chaert flights. whatever reason cuba has not signed the agreement for commercial flights. who knows why, maybe they will sign it here in the next couple of days once the obama administration puts pressure on cuba. but as of right now, rubio says

anyone o'clock. and all i want to emphasize about this drill this morning a little different than the drills in the past, this one is isn't all about visual about smoke and flames you might see in plane crash, more about the the individuals. first responder responding to passengers who part plane crash and then the family, family members of victims who are inside tampa international airport worried about how those passengers are doing. so to explain a little bit more about the drill is christine osborne international. you can explain this lot better than i can. good morning. >> so tell me what this drill is all about. >> well well it's requirement by f.a.a. every three years we do full scale mass casualty exercise it tests our response. it's for the firefighters. it's for the airport operations. this is one of our largest drills to date. we will have over 200 voluntary volunteers oh out here and 17 different agencies participating. as you mentioned a little bit different this year.

response our firefighters respond, they triage the victims. and our operations are. and a difference we're a volunteer in main terminal. what they are going to do they are going to simulate friends and family in event of disaster. so our, this brings in more operations our guest services personnel. and they are going to take care of those individuals because that's a such family assistance. they are going to be secluded taken out of the main area, and then we go through the whole operation of getting them to a secure location where they would then briefed and away from the public, from the media. >> and given that time that they need. i'm sure that your plan for what if someone is watch i got to the go to tampa international appear flight to check. no impact to our operations. we do make some announcements

back up to about 89 or 90 degrees. look at julia just tropical depression now. moving an east at two miles per hour. it's not going to move much. we've got all of this whole cone, i don't want to call a cone a big circle of where it could be over next few days with remnants just hanging around there just off the southeast coast likely. so our rain chances, again nothing to do with julia we do have lot of moisture in atmosphere. so 89 degrees once again with that rain chance at 40 tonight, muggy, we'll probably quiet down until very early in morning with that southwest wind flow, see a few little showers pop up along the coast. then those will move inland for tomorrow afternoon again tomorrow's rain chance overall around 30 percent. over the weekend we're back to 40 percent and rain chances, temperatures running 89, 90 degrees. you know, it never dawned on me when we're giving away all of these good day mugs, #welivehere

and also what did the crew inside what did they like eating? so now that we've narrow it had down, we're still filling the bed up with just as many plants. right. but less variety. okay. >> what's in here now? we have okra. we went ahead and planned more okra for fall crop in different space that we can get around pesky nematoads some sun gold cherry tomatoes. a couple different kinds of eggplant. we have some pepper couple types of basil. >> now along the way this morning you've putting these sticks are they sticks? they are poles, stakes, bamboo into the ground because you want this garden to do something so you can get it ready for the next big thing? >> we're trying to keep everything growing up. i think i use example to you about crepe myrtle at hope. if you want your crepe myrtle to grow more like tree and less like a busch which going to keep

stuff off on bottom. for example on this to ma to plant here you can see it's trying to put out branchs here at the bottom. and we're just going to go ahead and pick those off. okay. here's another leaf another big old branch i'm going grow go ahead and break. i'm going to tie these up to the poles right here. what do you tie it with orange stretchy stuff. good idea, not tie them too tight. then if we want to go over to this eggplant right here, you can actually see a better view. other side. >> go ahead. come over here. right here. the eggplants also have branchs coming off the bottom. and we've got a to remove the branchs that so we can keep those growing straight up. idea is that's going to cleared out down here once it starts cooling off we want to have room for cool weather stuff lettuces and egg plants. so you, essentially doing is leaving room in the garden for other things to grow?

this is for older people. and dancing, actual dancing. >> yeah. so what we do is chair care to dance goes into the facility. we have a troupe of volunteers and so they perform different dances that would be common to the residents. and we tell them a little butt about each dance to them. ultimately as we call it we're the warm up act. then the big show is when we dance with them. and so that period of acli may gos gets them relaxed and gets them moving. and jodi in her troupe and her assistance and so forth do a great job because they started challenging us to do themed events. this is so great. we're talking tango and cha cha. all of this. and they learn it fairly well? go dave osterberg they get?

because you work with these, these elderly people >> i do. first hand i work a brook dale in winter haven, florida. and we have care to dance that come out about four times a year. and they do a program with our alzheimer's and dementia residence which our claire bridge building where i'm at. they come in and they provide this wonderful activity for our residents. and it is absolutely 100 percent completely it's purposeful. it's meaningful. and our residents get occupy, they dance, they sit in their wheelchairs, they dance and it just, it's something that you actually have to see to believe. i know. you know, i think when i think that most people think of assisted living they think of older people and sort of >> they do. sicker, you know. i don't know, maybe, a little lower key. but when you go into these places, these older people, they are spry and spun key and

they've learned lessons. they really respond to this, don't they? they really do. and it's amazing what you see with them when they start singing or they remember dances like the swing or back to the jitter bug and savoy days. so it's, it's just unbelievable. and so how did you get the ideaed to do this? how did it all come about? i do some dancing, competitively. and just socially. and so my own mother louis body dementia she liked and when i saw some of that when the study came out it kind of grew from there and here we are. so great. tell us what we need to know dancing under the stars. dancing under the stars friday night 6 o'clock tomorrow night. anybody's welcome to come. yes. live band there will be a lengthy period of time of social dancing. and then a little bit of about care to dance and then, the rio grand finale will be a show by

a little square off on the wall and give the kids, you know a little something to play on draw smiley faces so they wouldn't mess up house or something. i was familiar with that. but i didn't know you could use that to paint furniture. you certainly can. this paint specifically for matt chauk finish which why she designed it in her processes the fact that there is a very little prep time with great results. furniture are literally very limit sandying no priming no kidding what we always say. but then there's not, there's not like a chalk not chauk feel to it exactly is that because of waxes. that is because wax we will do clear wax over this. her brushes if i can just give give you slight demonstration an old piece of furniture see that i've done a little it repair here. patched it absolutely. just been cleaned but i have not

just paint in any which way what this does it will create a bit of texture within the watch how fast that takes. then you cover it in the wax afterwards. you cover this in the wax, absolutely. you will always start out with your clear wax. you will notice the little bit of definition in there. we'll get go into those look at all colors orange and green and red tons of colors. you can come back in with a dark wax over where you just cleared waxed it and watch waps to gorgeous details it accents wa wa accentuates.
